Tail Rot Treatment

Four of my harlequins and two of my cardinals are showing signs of tail damage - infection rather than tail-nipping. I have added eSHa 2000 after checking water parameters (seem okay) and after carrying out a partial water change. I always add Aquasafe to my change water but now wonder if I should as I have read that water conditioners can 'lock up' some of the active ingredients making the treatment less effective. Has anyone else heard this?
Also, I am concerned that so many fish are affected when water quality appears good.
