    In 1941 Theodore Sturgeon (who lived part of his life in Eugene Oregon) published a classic science fiction short story, “Microcosmic God”, which describes an eccentric scientist who evolves some small organisms to a higher intelligence that humans.

    Here is a link to a Nature magazine news story on some fish researchers who bred guppies with 9% larger brains in two generations and those that dispute whether this has made them smarter or not (among other controversies).
